The Construction Aménagement Urbanismecourse, offered in the 1st and 2nd years of the Master's degree in Public Law, focuses on the knowledge needed to carry out housing construction and land and territorial development operations carried out under agreements with the State, as well as local housing programs drawn up by inter-municipalities.
It provides the legal underpinnings for project management in the rental and homeownership sectors, for both social housing (HLM) and private property development. It also covers the management of social housing supply, building management, and the role of local authorities in land development and construction.
Given its vocation, this course offers a wide range of courses not only in public law, but also in private law, taxation and economics. It may therefore be of interest primarily to students of both public and private law, but also to students with backgrounds in geography, planning, political science, AES, etc.
The Construction, Urban Planning and Development program is designed to enable students to become project managers for both social housing (HLM) and private real estate development projects. It also gives access to the functions of building manager, as well as those in charge of housing policy in local authorities.
Skills
The holder of the diploma is a lawyer in public law.
Given the organization of the training program, they are also skilled in housing law and financing, enabling them to be recruited both in public administration (local authorities, intercommunalités) and in the property development sector (public: offices publics de l'habitat, sociétés d'HLM; or private).
On completion of the course, graduates will be able to :
- set up housing construction operations (land prospecting, analysis of the legal and financial risks involved in setting up operations, etc.),
- master the various aspects of rental management,
- analyze and synthesize complex data (legal, financial, property, tax, etc.),
- master the complex interplay of housing policy players (local authorities, intercommunalités, government departments, Caisse des dépôts et consignations, 1% logement, public and private housing organizations, developers, private promoters, etc.).
- contribute to urban development projects.
Graduates are autonomous in the organization of their work and responsible. They are also able to synthesize and analyze information. They know how to work as part of a team, especially after completing their apprenticeship contract if they have opted for a sandwich course.

Organization
Knowledge control
Teaching units are assessed by continuous assessment and/or written and oral final exams. They are definitively acquired once the student has obtained an average grade, and are assigned a coefficient and European credits. Compensations are made over the semester on the basis of the overall average of grades obtained in the various teaching units, weighted by coefficients. Two assessment sessions are organized for each semester.
Special features
This program is the only one in France to offer a course specializing in the legal aspects of social housing. This distinguishes it from the "real estate law" and "construction-urban planning" masters programs offered by other universities.
