The Public Law and Litigation pathway is offered́ on either the professional or research track, at the student's choice, the differentiation between the two tracks being less to do with the courses offered (similar) than with a choice between carrying out an internship (professional track) or a research dissertation (research track).
The content of the program, marked by both a thorough grounding in public law and a reinforcement of specific teaching in public litigation, easily enables this dual purposé research/professional and will be of interest to both publicist students (and even some privatist students) and professionals (lawyers, civil servants, employees...) wishing to acquire the necessary skills in public litigation.
The Public Law and Litigation program, which can be taken as part of an initial or continuing training course, provides a gateway to the legal profession (lawyer specializing in public law, administrative magistrate), as well as access to the various legal professions in the public sector (legal and administrative professions in the State and local civil services, lawyer in public industrial and commercial establishments and semi-public companies, teacher-researcher, etc.) and in the private sector (in-house lawyer specializing in public law, consultant, etc.).
It can also lead specifically to a doctorate (research track), which can be financed either by a standard research grant (Région Centre or Orléans University) or by a CIFRE scheme combining research work (attached to the university) and a work contract signed with an interested public or private employer (notably one of the region's local authorities).
Skills
The holder of the diploma is a lawyer in public law.
On completion of the course, graduates will be able to :
- Handle litigation cases in the field of public law, with particular expertise in special domestic litigation (tax, administrative contracts, competition, local authorities, priority constitutionality issues), European litigation (ECHR, CJEU) and international litigation.
- Determine the appropriate procedures and remedies for a given dispute, and assess the appropriateness of alternative (non-contentious) dispute resolution methods.
- Writing a reporter's note
- Writing a request or a brief
- Carry out any decision-making mission for public authorities or private organizations with a public service mission (take account of the legal framework in operational decisions).
- Control and optimize public procurement procedures
- Master the basics of public purchasing
- Master the basics of insurance and risk management
- Monitoring compliance with competition rules in public economic activities
- Monitor, analyze and summarize complex legal issues
- Drawing up a procedure guide
- Summarize complex issues in public
- Specifically in the research track:
- Produce high-level research work that justifies enrolment in a doctoral program
- Participate in collective research, seminars and conferences.
Graduates are autonomous in the organization of their work and responsible. They are also able to synthesize and analyze information. They know how to work as part of a team.

Knowledge control
Teaching units are assessed by continuous assessment and/or written and oral final exams. They are definitively acquired once the student has obtained an average grade, and are assigned a coefficient and European credits. Compensations are made over the semester on the basis of the overall average of grades obtained in the various teaching units, weighted by coefficients. Two assessment sessions are organized for each semester.
Special features
The Master's degree is offered in either a professional or research track, at the student's choice, with the main difference between the two tracks being the choice of internship (professional track) or research dissertation (research track), in addition to the methodological aspects.
It therefore offers a gateway to a doctorate in the research field (a doctorate that can be financed either by a traditional grant from the Centre-Val de Loire Region or the University of Orléans, or by a CIFRE scheme - notably in collaboration with the region's local authorities), while there are numerous internship opportunities that can be validated as part of the vocational route (law firms, administrative jurisdictions - including the Orléans administrative court, which maintains close relations with the university - administrations and public authorities, private bodies entrusted with a public service mission, semi-public companies, local public companies, associations...)...).
It is also an ideal specialization with a view to becoming a lawyer specializing in public law (the University of Orléans also has an Institute of Judicial Studies which enables students to sit the CRFPA exam) or an administrative magistrate (national competitive examination).

Hold a bachelor's degree relevant to the course content.
Recommended fields of study are : Law, General Law, European Law, History, History, Political Science, AES.
Access to M1 and M2 :
