The Droit et Management des Administrations et de l'Action Publique (DMAAP) course, offered as part of the Master's degree in Public Law, is designed to train managers and executives for public administrations, whether central, decentralized, hospital or decentralized. Future students are thus destined to join: local authorities and public establishments, particularly intercommunalités; healthcare establishments; local government departments, in prefectures or public establishments; central government departments, particularly ministries, or national public establishments. The training provided also enables graduates to be recruited by the satellites of public authorities, such as local semi-public companies, local public companies or companies in the State's portfolio.

More specifically, the Droit et Management des Administrations et de l'Action Publique (DMAAP) program aims to train managers and executives in public administration support services, i.e. managers and executives in the major departments of the above-mentioned public and semi-public organizations: legal affairs department, financial affairs department, human resources department, public procurement department, heritage department, steering and control department, general services department, etc. Graduates will be prepared to become A and A+ managers, recruited by competitive examination or contract, to eventually become department heads and general managers.

It should be emphasized that the knowledge of the workings of public institutions offered by the Law and Management of Public Administration and Action (DMAAP) course opens up access to other jobs which require this mastery: thus, positions outside administration but requiring knowledge of public structures are also open to students of the DMAAP Master's degree: lawyers specializing in public law; consultants in auditing and consulting firms specializing in public affairs; executives in banking and mutualist organizations working with public authorities; executives in private companies contracting with public authorities, notably via public procurement contracts and concessions, etc.

To achieve these different objectives, the Master's degree in Law and Management of Public Administration and Action (DMAAP) is characterized by an original approach: offering students a dual skill set, in law and management. Indeed, the development of management functions requires a real legal mastery of public issues, without which effective administration is impossible. At the same time, however, management functions require an indispensable mastery of all strategic and operational areas of management. For example, project and team management are essential to ensure the efficiency of administrative activities.

The Droit et Management des Administrations et de l'Action Publique (DMAAP - Law and Management of Public Administration and Action) course is not limited to mastering theoretical fields: the DMAAP Master's degree can be taken as an apprenticeship, during the M2 course. Apprenticeship enables students to apply their knowledge to the practical realities of the professional world, as they will be spending half their time at university and the other half on the job. In addition to this operational aspect, apprenticeships enable students to work under contract for a year and receive a salary, all of which are first steps towards professionalization. A number of apprenticeship vacancies will be offered by the Faculty, and a CFA apprenticeship officer will be on hand to help students find a contract. Alternatively, the course can be taken as part of an initial training program, with students having to complete a compulsory work placement. The Master's degree can also be taken as part of a continuing education program.

Another special feature of the DMAAP Master's program is its participation in the "Talents du service public" program, which enables students, subject to eligibility, to benefit from substantial assistance in preparing for A and A+ competitive examinations ("Talents" grant, assistance with the purchase of books, easier access to tutors, complementary courses, double degree, etc.).

In view of its specific features, the Master's degree in Law and Management of Public Administration and Action (DMAAP) is particularly open to students with a degree in law, a degree in management with a focus on public management, a degree in public management, a degree in public administration or economic and social administration, or a degree in political science with a focus on public affairs.

The DMAAP Master's degree, under various names, has been available in the region for over 30 years. With the indispensable support of our many institutional partners, we have nearly 100% apprentices in M2 and a professional integration rate close to 100% just a few weeks after completion of the course.

> Set up an internal performance control system

 

For the Purchasing and Legal Affairs Department (DAAJ) option, the following skills will be acquired:

> Manage a litigation portfolio

> Adopt a legal strategy for controlling acts

>Adopt a legal strategy enabling the organization's projects to be carried out

> Optimize the legal, financial and operational efficiency of public procurement and purchasing.

> Adopt a purchasing strategy in line with the organization's priorities

Graduates are autonomous in the organization of their work and responsible. They are also able to synthesize and analyze information. They know how to work as part of a team, particularly after completing an apprenticeship contract, if they have opted for a sandwich course, and because of the associative work that brings together the entire Master's class.

Organization

Knowledge control

Teaching units are assessed by continuous assessment and/or written and oral final exams. Specific assessments, in the form of professional simulations, are organized during the training period.

UEs are definitively acquired once the student has obtained an average grade, and are assigned a coefficient and European credits.

Grades are offset over the semester on the basis of the overall average of grades obtained in the various teaching units, weighted by coefficients.

Two assessment sessions are organized for each teaching semester.

Special features

The DMAAP Master's program is unique in that it offers students a dual skill set in law and management, in a sector with strong recruitment potential.

This dual skill set is further enhanced by the possibility of following an apprenticeship program, with a large number of contracts on offer, helping to develop a professional network and facilitate recruitment to a permanent position.

Finally, it is also possible to follow a "Talents du Service Public" preparatory class at the same time as the Master's degree. Subject to eligibility, the program offers material and financial advantages, including a "Talents Scholarship" and assistance with the purchase of books. Basically, it involves taking additional courses to prepare for competitive examinations, leading to a specific diploma, a "University Diploma". The Master-DU double diploma is therefore a real possibility.

Entry to the Master's program is selective, either at M1 or M2 level.

- A bachelor's degree relevant to the course content, in particular: Law degree (general law, European law, historical law, etc.); Management degree; Public management degree; Economic and social administration degree; Public administration degree; Political science degree.
