The Local Management of Cultural Heritage course, offered in the 2nd year of the Public Law Master's program, is designed to provide a solid grounding for students wishing to devote themselves to the management of cultural heritage. Local authorities, private organizations and the State (castles, museums, tourist offices, regional nature parks, the Fondation du Patrimoine, the Mission des Métiers d'Art, the Etablissement Public de Coopération Culturelle, etc.) play a major role in the management of France's cultural heritage, and the associated professions now require a knowledge of law and management.
In terms of programming, special emphasis is placed on the financial, accounting and operational management of cultural heritage, as well as on communication tools (websites and networks, etc.), project development techniques and marketing tools. At the same time, more traditional subjects such as the history of cultural/natural heritage and the notion of landscape, cultural heritage law, cultural and environmental policies, preventive conservation and art history, health and safety conditions in establishments open to the public, and the role of heritage in regional planning, economic development and tourism are developed.
Project work with professionals, a thematic study day, specialized seminars and several professional field visits (to museums, monuments, natural heritage sites, etc.) all contribute to the dynamic nature of the Master's program.
Skills
The holder of the diploma is a lawyer in public law.
Given the organization of the training program, he has additional skills in cultural heritage law and management.
On completion of the course, graduates will be able to :
- know the legislation concerning the heritage sector
- put together a grant application file
- understand a balance sheet and income statement
- mobilize national and European funding to set up a heritage project
- take part in a public procurement procedure
- compiling a press kit
- conduct an audience survey
- set up communication tools
- organize a one-day event, such as a symposium
- take stock of a department's activity and suggest ways forward
- network with partners and approach cultural institutions
- understand the specific features of a built, natural or landscape heritage
- understand the specificities of heritage restoration
- understand the specificities of cultural mediation.
Graduates are autonomous in the organization of their work and responsible. They are also able to synthesize and analyze information. They know how to work as part of a team.

Organization
Knowledge control
Teaching units are assessed by continuous assessment and/or written and oral final exams. They are definitively acquired once the student has obtained an average grade, and are assigned a coefficient and European credits. Compensations are made over the semester on the basis of the overall average of grades obtained in the various teaching units, weighted by coefficients. Two assessment sessions are organized for each semester.
Special features
Since 2005, the program has been open to apprentices, in particular, to provide students with lasting professional experience (each year, the program offers contracts to students who have not found a host organization on their own).
In terms of curriculum, special emphasis is placed on the financial, accounting and operational management of cultural heritage, as well as on communication tools (websites and networks, etc.). At the same time, more traditional subjects such as the history of cultural and natural heritage, its rules and regulations, its place in cultural and environmental policies, and its role in regional and landscape planning and economic development are developed.
